ISSUANCE OF SPECIAL NUCLEAR MATERIALS LICENSE SNM-7004
Dear Mr. Bisson:
This letter refers to the application for a Special Nuclear Materials (SNM) license, transmitted by letter dated December 23, 2016 (Agencywide Documents Access and Management System
[ADAMS] Accession Number ML17013A241), and supplemented by a response to a Request for Additional Information dated October 31, 2017 (ADAMS Accession Number ML17328A509).
Pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 70, Materials License SNM-7004 is hereby issued for a period of 10 years, expiring on February 22, 2029.
Safety Condition S-1 contains the dates of December 23, 2016, and October 31, 2017.
Safety Condition S-2 grants an exemption from the requirements of 10 CFR Section 70.24 to maintain a criticality accident alarm system.
The staff determined that issuance of the license will have no significant effect on the environment, and is categorically excluded from the requirement to perform an Environmental Impact Statement or Environmental Assessment.

ADAMS is accessible through the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room). A non-public version of the license Form 374 and Safety Evaluation Report will be withheld from public disclosure in accordance with 10 CFR 2.390.
