VOGTLE ELECTRIC GENERATING PLANT UNITS 3 AND 4 ISSUANCE OF AMENDMENTS AND GRANTING OF EXEMPTIONS RE: ITAAC FOR PNEUMATIC TESTING OF VES AIR LINES (LAR 17-044) (EPID L-2017-LLA-0422)
Dear Mr. Whitley:
In response to your application dated December 20, 2017, the U.S. Nuclear Regulatory Commission has granted the enclosed Exemptions and issued the enclosed Amendment Nos.
130 and 129 to Combined Licenses (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The requested amendment proposes changes to COL Appendix C, with corresponding changes to the associated plant-specific Tier 1 information, and involves associated Tier 2 information incorporated into the Updated Final Safety Analysis Report (which includes the plant-specific DCD Tier 2 information).
The amendment authorizes changes to COL Appendix C (and to plant-specific Tier 1 information) and associated Tier 2 information to allow a pneumatic test to be used in lieu of a hydrostatic test for the Main Control Room Emergency Habitability System consistent with American Society of Mechanical Engineers Boiler and Pressure Vessel Code,Section III.
The exemption allows changes that impact Tier 1 and associated COL Appendix C information as specified in the license amendment request (LAR)17-044. This exemption is related to, and necessary for the granting of the license amendment, which is being issued concurrently with this exemption.
A copy of the related Safety Evaluation, which includes the evaluation of the amendment and exemption, is enclosed. The notice of issuance of the amendment and exemption documents included in this letter will be published in the Federal Register.
