INSERVICE TESTING {1ST) PROGRAM RELIEF REQUEST - SURRY POWER STATION, UNITS 1 AND 2 {TAC NOS. M80297 AND M80298)
The purpose of this letter is to grant interim relief from Section XI of the ASME Boiler and Pressure Vessel Code for certain components in the control room envelope air conditioning system, which you identified in your March 22, 1991 submittal, as supplemented February 26, 1992.
You stated in your March 22, 1991 submittal that NRC Inspection Report Nos. 50-280/90-41 and 50-281/90-41, dated February 20, 1991, identified that these components were not properly classified in accordance with Regulatory Guide 1.26, Revision 3, and were not tested in accordance with the requirements of the above-cited Code.
Furthermore, you stated that these components have now been incorporated into your Section XI Inservice Testing Program.
The lack of instrumentation currently in the air conditioning system prevents you from full conformance with the ASME Code until the necessary instrumentation is purchased and installed.
As described in your submittals, you requested (1) to defer compliance with the Code requirements for relief requests P-16 and V-46 until the end of the Surry Unit 1 Cycle 12 refueling outage, scheduled for the second quarter of 1994, and (2) to approve an alternate. test method to measure chilled water pump{s) flow rates for relief request P-17.
As delineated in the enclosed Safety Evaluation, the staff has reviewed your relief requests and has determined that granting relief, pursuant to 10 CFR 50.55a(a){3)(i), (a)(3){ii) and {g){6){i), is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest.

e Mr. W. June 26, 1992 a hardship without a compensatory increase in safety, and the impracticality of performing the required testing considering the burden if the requirements were imposed.
Therefore, the requested relief is granted.
