VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 CONTROL ROOM DESIGN REVIEW CORRECTIVE ACTION REASSESSMENT/IMPLEMENTATION On March 31, 1986, Virginia Electric and Power Company submitted a Final Summary Report (Letter Serial No.86-171) which delineated the corrective actions that would resolve the human engineering discrepancies (HEDs) identified at Surry during the NUREG-0700 Control Room Design Review (CRDR) Project. A proposed schedule was provided which identified a staged implementation plan with completion in 1994.

As noted in our September 2, 1990 and March 4, 1991 letters (Serial Nos.90-569 and 91-082, respectively), a number of corrective actions were deferred during the 1989 -

1991 time frame primarily to avoid excessive control room activity during the outages.

In these letters, we also identified the need to reassess the applicability of a number of CRDR items. Based on feedback from training, including operator performance on the Surry simulator, we no longer believe that the benefit of a number of the* proposed modifications is commensurate with the cost and/or impact on plant operation. In addition, experience has shown that some of the proposed modifications may be counterproductive. Reassessment of the remaining corrective actions is being undertaken to address these concerns.

The reassessment involves review of the remaining corrective actions and the associated HEDs. This process reevaluates the safety significance, probability of error, consequence of error, and cost benefit of each remaining corrective action.

Each of the corrective actions being reassessed will be dispositioned into one of the following three categories:

1) perform the original modification,
2) perform an alternate modification, or
3) no modification required.

Subject to NRC approval of the results of our reassessment, it is our intention to complete any required modifications by the end of 1994 consistent with the original schedule for completion.
