e VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGINIA 23261 December 21, 1990 United States Nuclear Regulatory Commission Attention: Document Control Desk Washington, D. C. 20555 Gentlemen:

VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 NORTH ANNA POWER STATION UNITS 1 AND 2 GENERIC LETTER 89-06 SAFETY PARAMETER DISPLAY SYSTEM Serial No.

NO/RFB Docket Nos.

License Nos.90-272 R1 50-280 50-281 50-338 50-339 DPR-32 DPR-37 NPF-4 NPF-7 Generic Letter 89-06: Task Action Plan Item I.D.2 - Safety Parameter Display System issued on April 12, 1989, requested that licensees provide an implementation status of their Safety Parameter Display Systems (SPDS). Our letter of August 8, 1989 (Serial No. 89-353A), certified that the Surry and North Anna SPDS meet the requirements of NU REG 0737, except for two items identified in the checklist to the Generic Letter.

NRC letters of April 19, 1990 and April 30, 1990, for North Anna and Surry respectively, requested notification upon completion of these two open items.

These two open items were identified in Notes 12 and 16 to the checklists. Note 12 concerned a review to ensure consistency of SPDS units of measure, parameter labels, and abbreviations on the ERF computer against recently issued Emergency Operating Procedures (EOPs). The second issue, note 16, concerned a review and upgrade of the hardwired instrumentation units of measure, parameter labels, and abbreviations as part of CRDR human factors review.

The abbreviations review was conducted using the abbreviation standard VPAP-0213 Revision 0. This standard has been approved for use at Surry but has not yet completed the approval process at North Anna. Abbreviation consistency will be reverified in 1991 based on issuance of the final standard at both plants to ensure that SPDS has remained consistent with the final abbreviations standard.

e The review and upgrade of the hardwired instrumentation as well as the review of the consistency of SPDS units of measure, parameter labels, and abbreviations with respect to EOPs is considered to be complete. Therefore, the SPDS for both North Anna and Surry are considered to be fully implemented.
