TEMPORARY WAIVER OF COMPLIANCE FOR CLEANING SERVICE WATER HEADERS FOR SURRY UNIT 2 - DOCKET NO. 50-281 This letter acknowledges your letter (Serial No. 90-674A) dated October 30, 1990, requesting a temporary waiver of compliance from the requirements of TS 3.14.C. that requires one servi~e water flow path be operating and one flow path be operable to support operation of the Main Control Room Emergency Switchgear Room A/C System whenever fuel is in the reactor for either unit.
The service water for these two systems come off on an 8-inch branch line in the service water system.
An inspection of Unit 2 1 s 48-inch service water headers indicated a considerable amount of. hydroids and silt buildup that should be cleaned to insure that the design _Recirculation Spray System heat exchangers flow requirements can be met.
To adequately clean the service water supply header to the Recirculation Spray System heat exchangers, the headers must be isolated and drained.
During the cleaning period, the operating portion of the service water system for the Main Control Rtiom, and the Emergency Switchgear Room A/C System will be in active service, but.the redundant standby-operable portion will be in an inoperable status during its isolation and cleaning process.
A temporary waiver of compliance for sixteen (16) days to clean the two service water supply headers for the Recirculation Spray System was requested.
The 16-day waiver is to allow for the sequential cleaning of the two headers (approximately 7 days per header) and the time necessary to return each header to an operating status.
During the cleaning process, one compensatory
~easure, if required, would be to reestablish air conditi-0ning for the Main Control Room and Emergency Switchgear Room via the MER-1 Air Conditfoning System cross-connect.
Since the MER-1 A/C System cross-connect cannot provide the entire cooling requirements for these areas but will reduce the rate of any temperature rise, additional measures will include the staging of fans at the Main Control Room and the Emergency Switchgear Room doors and other ventilation systems aligned to provide additional ventilation to cool these areas as necessary.
Also, any ongoing fuel movement would be halted upon the loss of the operating service water flow path.
These actions would limit the rate of increase of temperature, so th~t the restoration of the inoperable service water system could be_ accomplished before exceeding design temperature

Only one header at a time is to be cleaned and after it is cleaned and placed in service, cleaning of the second header can commence.
We have reviewed your request, which included discussion with your staff on October 29, 1990, and based on it and your designated compensatory measures, we are granting this temporary waiver of compliance with the time starting at 2:30 p.m. on October 30, 1990.
