SUBJECT:

SAFETY EVALUATION OF THE SURRY POWER STATION RESPONSE TO THE STATION BLACKOUT RULE (TAC NOS. 68611 and 68612)

By letters dated April 17, 1989, April 20, 1989, March 30, 1990 and August 1, 1990, you submitted responses to the Station Blackout (SBO) rule for Surry Power Station, Units 1 and 2. The responses were reviewed by an NRC contractor, SAIC and the NRC staff. Enclosed is our Safety Evaluation (SE) based on your responses, and the associated SAIC Technical Evaluation Report (TER)

SAIC-90/1371, "Surry Power Station, Units 1 and 2, Station Blackout Evaluation,"

dated September 24, 1990 (Attachment 1 of the enclosure).

The staff has reviewed the proposed actions described in your submittals and finds that they do not conform to the guidance on the use of existing emergency diesel generators as an alternate AC power source as documented in 10 CFR 50.63, Regulatory Guide (RG) 1.1555 Position C.3.3.5, NUMARC 87-00 Section 2.3.1(3),

and NUMARC 87-00 Supplemental Questions and Answers dated December 27, 1989.

The areas of non-conformance are identified in the enclosed SE.

The guidance provided on Technical Specifications (TS) for an SBO states that the TS should be consistent with the Interim Corrmission Policy Statement on Technical Specifications. The staff has taken the position that TS are required for SBO response equipment. However, the question of how specifications for the SBO equipment will be applied is currently being considered generically by the NRC in the context of the Technical Specification Improvement Program and remains an open item at this time.

In the interim, the staff expects plant procedures to reflect the appropriate testing and surveillance requirements to ensure the operability of the necessary SBO equipment.

If the staff later determines that TS regarding the SBO equipment is warranted, you will be notified of the imple-mentation requirements.

l Mr. W. October 15, 1990 A revised response to the SBO rule which addresses the areas of non-conformance should be submitted for staff review within 60 days of receipt of this letter.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than 10 respondents; therefore, 0MB clearance is not required pursuant to P. L.96-511.
