SUBJECT:

SURRY UNITS 1 AND 2-INSERVICE TESTING PROGRAM (TAC NOS. 65555 AND 65556)*

By letter dated September 30, 1988, as supplemented February 22, 1989, and January 17, 19901 Virginia Electric and Power Company submitted an Inservice Testing Program lIST).

The !ST included requests for various reliefs from Section XI of the ASME Boiler and Pressure Vessel Code.

The staff,.with the help of our consultant, EG&G Idaho (EG&G), has evaluated these relief requests. The staff has adopted the evaluations and conclusions contained in the EG&G Report.

As detailed in the staff's Safety Evaluation, 7 of the requested reliefs were granted, 1 interim relief was granted for a period of 3 years, 16 were granted with certain conditions, 1 was partially denied, and 3 are still under review.

Copies of the staff's Safety Evaluation and the Technical Evaluation Report supplied by EG&G are enclosed.

The staff has determined that granting relief pursuant to 10 CFR 50.55a{a)(3}(i) and 10 CFR 50.55a(g)(6)(i), is authorized by law and will not endanger life or property, or the common defense and security, and is otherwise in the public interest. In making this determination, the staff has considered the alternate testing being implemented, and the impracticality of performing the required testing considering the burden upon the licensee if the requirements were imposed. Table 1 of the enclosed Safety Evaluation summarizes the staff's position on each relief request. For each request for which relief was given, the last column of this table identifies the regulation under which the requested relief is granted.

The staff has further determined that the relief requests in the !ST Program for the Surry Power Station are acceptable for implementation provided that the
