Dear Mr. Rhodes:
June 25, 1990 On June 12 and 13, 1990, NRC senior managers met to review the performance of operating nuclear power plants licensed by the NRC.
These Dleetings are conducted s~miannua l ly to focus NRC resources on those plants and issues of greatest safety significance.
At this meet1ng, it was concluded Surry has demonstrated sustained improvement sufhcient to warrant removal from the category of plants that require increased attention fr~m both NRC Headquarters and the Regional office.
A su111nary of NRC discussions held relating to Surry is provided below:
Virginia Electric and Power Company continues to impruve the performance of the Surry station.
The effectivc:r1ess of mancigt:ment changes and facility upgraoes is* reflected in the recent SALP repurt which r,oted improvements in all areas and s1gnif'icant improvements in safety attitude.
The operations and physica 1 condition of the plant have improved as evidenced by fewer personnel E:rror~ and reduced outages.
Overa 11, the stdtion performance continues on an upward trend.
As a r~sult, Wij have reasor,ab le confidence that the improvements wi 11 continue and that Surry no longer warrants increased NRC-wide attention.
However, the rate uf improvement in some areas, specifically maintenance and procedures, is slower than the overall improvem~nt, and it is imperative that management attention cQntinue to be focused on longer-term corrective actions reldteCI to these areas.
Further, it is essential that the t:ffect1vt!ness of self-assessm~nts and management oversight continue to provide early feedback of indications of ar.y cyclical downturri in perfr,rmance of the Surry station.
An NRC Commission meeting ope:n to the public has been scheduled for June 27,
- 1990, to review the results of the latest meeting of NRC mar1agers.
Mr. Stewart D. Ebneter, the Rt;gion II Administrator, has discussed the basis for our conclusions with regijrd to the Surry facility with you.
