The NRC Systematic Assessment of Licensee Performance (SALP) has been completed

for your Surry facility.

The facility was evaluated for the period July 1,

1989, through March 31, 1990.

The results of the evaluation are documented in

the enclosed Interim SALP Report.

This report will be discussed with you at a

public meeting to be held at the Surry site on June 1, 1990, at 9:00 a.m.

Surry

1s performance was evaluated in the functional areas of Plant Operation~,

Radiological Controls, Maintenance/Surveillance, Emergency Preparedness,

Security, Engineering/Technical Support and Safety Assessment/Quality Verifica-

tion.

Surry

1s ratings improved in four of seven areas with improvements noted

in the remaining areas since the last assessment period.

Noteworthy has been

the improvement of the Radiological Controls and Emergency Preparedness areas.

One area, Maintenance/Surveillance, continued from the last assessment period

to demonstrate marginal performance.

There are a few common threads that run through the assessment that are major

contributors to the overall improved performance.

Examples are the improvement

in safety attitude and increased management involvement in all activities.

With regard to attitude, the assessment states:

Operations -

11 improved safety attitude for operation of the station

11

Radiological Controls -

11managements philosophy had a positive effect on

  • radiation workers attitude

11

Management -

11threshold for identification of adverse conditions continued

to be conservative

11 and

11management safety attitude was

a strength.

11

One other common thread that is worthy of mention is the progress made in

self-assessment.

The report identifies many positive items including an

improvement in quality -assurance, initiation of an engineering assurance

program, establishment of a management review group, and implementation of a

corporate level self-assessment function.

Although significant improvements have been made there are some areas that are

more resistant to change--the most notable being maintenance.

Improvements

have been made in this area but they are slower to take hold, and this requires

increased management attention to overcome deep seated issues such as

backlogs, scheduling, and work control.

Your attention should be directed on

the other weaknesses noted in the narrative portion of the assessment to

assure continued improvement in the other functional areas.

Any comments you have concerning our evaluation of the performance of your

Surry facility should be submitted to this office within 30 days following the

date of our meeting.

These comments will be considered in the development of

the Final SALP report.

Should you have any questions concerning this letter, we will be glad to

discuss them with you.
