Wick Technical Branch Division of Low-Level Waste Management and Decommissioning, NMSS VEPCO'S PLANNED USE OF JGC'S DRUM MIXER PROCESS FOR BITUMEN-SOLIDIFICATION OF LLW During the March 27, 1990 meeting with JGC on cement-solidification of LLW, we learned that JGC is constructing radwaste facilities for Virginia Electric Power Company.
These facilities will employ the Drum Mixer Process for bitumen-solidif.ication of evaporator concentrates and spent resins.
We (NMSS) have not received or reviewed a topical report (TR) for this waste form.
I asked Charlie Nichols of NRR's Plant Systems Branch about this and he loaned me his file on the JGR Topical Report and the new radwaste facilities.
- The following background information was extracted from that file.
JGC submitted a TR for the Drum Mixer Process in November 1981 and NRR approved it in July of 1983.
An internal NRC memo which transmitted NRC' s TER (Daniel Muller, Division of Systems Integration to Frank Miraglia, Division of Licensing, Review of Topical Report JGC-TR-001-P, Drum Mixer Process for Volume Reduction and Solidification System, JGC Corporation -
TAC NO. 47369, July 11, 1983) states "the acceptability of the TR is based on meeting current
.NRC criteria; our review did not include consideration of the NMSS technical positions now being developed."
VEPCO at its request (letter, D.C. Cruden, VP-Nuclear, VEPCO to USNRC, VEPCO Surry Power Station Units 1 and 2 and North Anna Power Station Units 1 and 2 Plans for New Radwaste Facilities and a Request for a
Meeting.
April 29, 1988) met June 1, 1988 with NRR representatives to present its plans for constructing new radwaste facilities and its North Anna and Surry sites.
Each of these radwaste facilities will employ JGC's Drum Mixer Process for Volume Reduction and Solidification System.
NMSS was not represented at the meeting.

facility start-up by the end of 1990 and completion of hot testing in late 1991.
Mike Tokar and I met with VEPCO representatives here on April 11, 1990 under the auspices of NRR (Bart Buckley, NRC's Project Manager for the Surry Plant and Charles Nichols of NRR' s Plant Systems Branch)
- A copy of my April 23, 1990 note to Bart Buckley summarizing our discussions with the VEPCO representatives is enclosed.
The most salient point that we attempted to communicate to the VEPCO representatives was that unless it could be demonstrated that VEPCO's bitumized waste would meet the requirements of 10 CFR Part 61 (including, for example, the structural stability requirements of 10 CFR 61.56(b) for Class Band Class C wastes), there would be a risk that the sited state authorities would not accept the waste for disposal.
We advised the VEPCO representatives that it is incumbent upon the licensee under 10 CFR 20.311 (Transfer for disposal and manifests) to certify that the characteristics of the waste form meet the requirements of 10 CFR Part 61.
We explained that the regulation does not require that the vendor submit a TR.
The Licensee can state the waste form meets the requirements of 10 CFR Part 61.
The NRC Inspector, however, may verify the basis for the Licensee's statement.
If the statement is not supported by acceptable test results, the waste cannot be_ ~-~~~J?~~-*- _____________.1
