TEMPORARY WAIVER OF COMPLIANCE - SURRY UNIT 1 This. letter conffrms the telephone conversation between Mr. E. Grecheck of your staff and Mr. P. Fredrickson of my staff on March 16, 1990, granting a one-time Temporary Waiver of Compliance for Surry Unit 1.
Our action was based on your verbal request on March 16, 1990 as documented in your letter issued. on March 16, 1990.
Technical Specification (TS) 3.15.B requires that 110ne mechanical vacuum punip 11 shall be operable whenever the reactor is greater than 350 degrees or 450 psig or the reactor is critical. Contrary to this, at 2008 hours0.0232 days <br />0.558 hours <br />0.00332 weeks <br />7.64044e-4 months <br /> on March 15, both Unit 1 containment vacuum pumps were declared inoperable after attempts to start each pump failed.
The subject Temporary Waiver of Compliance allows an extension to 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> for TS 3.0.1, which has a 6-hour shutdown limited condition for operation (LCD), to support your activities for the repair of at least one containment vacuum pump.
This Temporary Waiver of Compliance was granted with the prov1s1on that you continue to maintain the containment pressure within the requirements of TS 3.8 and that increased operator attention be gfven to monitoring containment ;
pressure trends during the, LCD extension period.
We understand, though, that at 1225 hours0.0142 days <br />0.34 hours <br />0.00203 weeks <br />4.661125e-4 months <br /> on March 16, you successfully tested and put into service an operable pump and thus exited TS 3.0.1.
