Dear Mr. Rhodes:

On May 17 and 18, 1989, NRC senior managers met to review the performance of operating nuclear power plants licensed by the NRC.

These meetings are con-ducted biannually to focus NRC resources on those plants and issues of greatest safety significance.

At this meeting, the Surry facility was categorized as requiring close monitoring.

Plants in this category have been identified as having weaknesses that warrant increased NRC attention from both headquarters and the regional office until the licensee demonstrates a period of improved perf~rmance.

A sull'l!lary of NRC discussions held relating to Surry is provided below:

The Surry plant was discussed at the December 1988 senior management meeting as a result of NRC concerns regarding the fairly long list of significant events and escalated enforcement issues.

The 1i censee' s management's lack of an aggressive approach toward improving performance and a focus on power generation continue to be areas of concern. Since December, new hardware and design issues have been identified which Virginia Power has cotm1itted to resolve prior to restart.

Numerous site and corporate personnel changes have occurred and positive steps to improve the engineering and technical support function have been taken.

Although the changes made seem to have had positive effects, the licensee's efforts have been directed toward short-term actions to support restart of the units.

Actions to address longer-term issues, such as hardware and design, need additional management attention

  • An HRC Corrmission meeting open to the public has been scheduled for June 1, 1989, to review the results of the latest meeting of NRC managers.

Mr. Stewart D. Ebneter, the Region II Administrator, has discussed the basis for our conclusions with regard to the Surry facility with members of your staff.
