Reyes of my staff on December 22, 1989, granting enforcement discretion for Surry Unit 1.

Our action was based on your verbal request on December 22, 1989, as documented in your 1 etter issued on December 22, 1989.

Techni ca 1 Speci fi cation 4.1. A. 2 requires that, "The 1 ogi c for the reactor trip system interlocks listed in Table 4.1-A shall be demonstrated operable prior to each reactor startup unless performed during the preceding 92 days.

11 The performance test, lPT-8. 2, which verifies reactor trip system interlock operability, was last completed on July 3, 1989.

The discretion provided a one-time exemption during Unit 1 restart for performance testing of reactor trip system interlocks as defined in Table 4.1-A of the Technical Specifications.

The discretion was granted with the understanding that the personnel involved with the restart of the unit would be aware of and clearly understand the safety significance of not testing the subject interlocks and that a qualified individual would monitor the reactor trip system interlocks during restart of the unit.

The basis for the discretion was the technical justification provided in your request letter dated December 22, 1989.
