Our action was based on your verbal request on November 9, 1989, as documented in your letter issued on November 9,-
1989.
Technical Specification 3.1.A.3.a requires that "One valve shall be operable whenever the head is on the reactor vessel, except during hydrostatic t~sts."
The discretion provided a ten-day period (through November 19, 1989) for simultaneous removal of the three prE;:ssurizer safety valves on Untt 2, and was based on the.technical-justification provided in your request letter dated November 9, 1989.
