SUMMARY
On October 11, 1989, representatives of Virginia Electric and Power Company met with NRC personnel in Atlanta, Georgia.
Licensee representatives described efforts to enhance emergency preparedness at their North Anna and Surry facilities, where significant problems in this area have been identified during recent NRC inspections and licensee audits.
The major point of discussion was a proposal by VEPCO to create a new Emergency Operations Facility within the current corporate VEPCO offices-located near Richmond, Virginia, while maintaining current response facilities at the Surry and North Anna sites. The proposal would permit a consolidated response capability, enhanced augmentation timeliness as well as quicker activation, without sacrifice of the advantages of a 1 oca 1 Emergency Operations Facility, according to the 1 i censee.
The licensee also described near term plans for an enhanced bee~er system that should improve augmentation time and other planned EP enhancements.
The licensee sought clarification on Surry firefighting staffing levels and indicated an intention to cross train STAs for possible duties during an emergency requiring core thermal/hydraulic expertise.
The licensee indicated an intention to brief NRR on these issues in the near future.
Also discussed in the meeting were various topics and issues of mutual interest in the area of emergency preparedness.
Licensee representatives made no specific program commitments during the meeting.
