50-281 License No. DPR-37 EMERGENCY BORATE VALVE OPERABILITY EVALUATION In accordance with Surry Technical Specifications 4.0.3 (a) and ASME Section XI 1980 Edition, Winter 1980 Addenda paragraph IWA-4400, a hydrostatic test is required following replacement of Class 2 components. During the recent Surry Unit 2 refueling outage, a 2" valve (2-CH-MOV-2350) was cut out and replaced. This valve functions as the emergency borate valve and is located in line 2"-CH-342-152. The valve is classified ASME Class 2 per the ASME Section XI program and would normally require a hydrostatic pressure test to IWC-5000 after replacement.
On October 5, 1989 we identified that the valve was not hydrostatically tested during the outage.
Code Case N-416 "Alternate Rules for Hydrostatic Testing of Repair or Replacement of Class 2 Piping" allows for hydrostatic tests required by IWA-4400 to be deferred until the next regularly scheduled system hydrostatic tests (IWC-5000). The replacement welds had a surface examination performed at the time of replacement, in accordance with IWA-2220 for partial penetration welds. As required by Code Case N-416, a visual examination (VT-2) for leakage has been completed on the replaced portion of the piping system under inservice operating conditions.
Based on meeting the requirements of the code case we determined that the valve was operable without performing a hydrostatic test.
This evaluation was discussed with and concurred on by the NRC Project Manager for Surry Power Station in a telephone conference call on October 5, 1989.
Thus Virginia Electric and Power Company will utilize Code Case N-416 for the replacement of 2-CH-MOV-2350. This Code Case has been accepted by USNRC Regulatory Guide 1.147. The hydrostatic test for this piping is performed with the core off loaded and will be scheduled during the next refueling outage in accordance with IWC-5000.
