50-281 License No. DPR-37 Pursuant to 1 O CFR 50.55a paragraph g(5), relief is requested from certain post replacement test requirements identified in ASME Section XI, 1980 Edition, Winter 1980 Addenda for one ASME Section XI Class 2 valve.

The following basis is provided.

. During the Surry Unit 2 refueling outage, an inspection was conducted on the valve internals of a 3 inch non-return valve, NRV-MS-202B. The valve was found to have an exposed sand inclusion in the valve body. Replacement of the valve was considered the most appropriate resolution to the problem.

IWA-5214 of ASME Section XI requires, following replacement welding, that a hydrostatic test (IWC-5222) be performed with a corresponding VT-2 examination on the affected area. As no intermediate isolation exists, the required test would place the "B" steam generator (2-RC-E-1 B) within the hydrostatic test boundary. Hydrostatic tests which include the steam generator are extremely difficult to perform and is considered impractical for this application.

It is proposed that a volumetric examination (RT) and a surface examination (PT) be performed on the new welds, as an alternative to the Code required hydrostatic test.

This alternative was previously requested on a similar application on February 13, 1987 and approved on June 17, 1988.

The proposed alternative inspection will provide the necessary assurance of integrity intended by the Code. Acceptance of the request would be consistent with previous requests concerning nonisolable valves connected to the steam generators.
