NORTH ANNA UNITS 1 AND 2, AND SURRY UNITS 1 AND 2 - USE OF CODE CASES N341 AND N356 FOR LEVEL *III CERTIFICATION AND USE OF PARAGRAPH IWA-2213 (WINTER 1984 ADDENDA)
(TAC NOS. 73133, 73134, 72915 AND 72916)
By letter dated October 6, 1988, you requested approval to implement Code Ca~e N341 (ASME Section III) and Code Case N356 (ASME Section XI) for the recertification of your nondestructive examination (NDE) Level III personnel.
You also.requested approval to use the visual examination VT-3 requirements of Paragraph IWA-2213 in the Winter 1984 Addenda in lieu of your current requirement to conduct a visual examination pursuant to Paragraph IWA-2213, VT-3 and Paragraph IWA-2214, VT-4.
Your first request, if granted, would allow you to recertify your NDE Level III personnel at the Surry and North Anna facilities on a 5-year cycle, instead of the current 3-year cycle.
Code Case N341 (ASME Section III), which allows recertification on a 5-year cycle, has been _found to be acceptable to the NRC staff and has been incorporated into Regulatory Guide 1.84, "Design and Fabrica-tion Code Case Acceptability, ASME Section III,* Division I.
11 Code Case N356 (ASME Section XI), which also allows recertification of Level III NOE personnel on a 5-year cycle, is acceptable to the NRC staff and has been incorporated into later editions of the ASME Code (specifically, the Winter 1983 Addenda).
Therefore, your request to utilize Code Cases N341 and N356 is approved for both Surry and North Anna.
With regard to your request to use Paragraph IWA-2213 VT-3 in the Winter 1984 Addenda for visual examinations, we find your request acceptable for Surry and North Anna, since Paragraphs IWA-2213, VJ-3 and IWA-2214, VT-4 were combined into a si-ngle examination category VT-3 in the Winter 1984 Addenda and approved by the NRC.
