M' 18, 1989 EN 89-54 OFFICE OF ENFORCEMENT NOTIFICATION nF SIGNIFICANT ENFORCEMENT ACTION Licensee: Virginia Electric and Power Company (Surry Power Station)

PROPOSED IMPOSITION OF CIVIL PENALTIES - ~500,ooq This is to inform the Conunission that a Notice of Violations and Proposed Imposition of Civil Penalties in the amount of Five Hundred Thousand Dollars
($500,000) will be issued on or about May 18, 1989 to Virginia Electric and Power Company.
This action is based on a major breakdown in the con~rol of licensed activities, including the self-identification of deficiencies, conduct of appropriate evaluations, and institution of prompt and adequate corrective actions. The staff was informed of the Commission's approval of this action on May 17, 1989.
It should be noted that the licensee has not been specifically informed of the enforcement action.
The schedule of issuance and notification i~:
Mailing of Notice Telephone Notification of Licensee May 18, 1989 May 18, 1989 The Commonwealth of Virginia will be notified.
The licensee has thirty days from the date of the Notice in which to respona.
Following NRC evaluation of the response, the civil penalties may be remitted, mitigated, or imposed by Order.
