RELIEF REQUEST FROM HYDROSTATIC TEST REQUIREMENTS FOLLOWING REPLACEMENT OF VALVES - SURRY, UNITS 1 & 2 (TAC NOS. 71847 AND 71848)
By letter dated January 9, 1989, you requested and supported relief from the hydrostatic test requirements of Section XI of the ASME Boiler and Pressure Vessel Code for three small manual isolation valves, 1-MS-74, 1-BD-24 and 2-GN-3, that were replaced at Surry, Units 1 and 2.
The staff has evaluated your relief requests for the welds associated with the above valves and our findings are presented in the enclosed Safety Evaluation.
Based upon the evaluation, we conclude that the ASME Code requirements for hydrostatic testing are impractical to perform at the Surry Power Station, Units 1 and 2, and that the alternate examinations specified in your submittal provide an acceptable assessment of structural integrity for the welds.
Accordingly, relief from the hydrostatic testing requirements for the above cited welds is granted as requested, pursuant to 10 CFR 50.55a(g)(6)(i). This relief is authorized by law and wi 11 not endanger life or property or the common defense and security and is otherwise in the public interest given due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.
