SUBJECT:
MEETING
SUMMARY
OF MARCH 30, 1989 A meeting was held with Senior Management of the Virginia Electric and Power Company (VEPCO) in Rockville, Maryland on Ma,rch 30, 1989.
The purpose of the meeting was to discuss recent organizational changes and VEPC0 1 s overall, long-term improvement plan to enhance plant operations. Meeting handouts and a list of attendees are enclosed.
VEPC0 1 s presentation addressed the recent organizational changes which included the addition of three ne1t1 positions:
(1) Vice President Nuclear Services, (2) Assistant Vice President Nuclear Operations, and (3) a Management Review Group.
In addition, a Nuclear Oversight Board, comprised of a group of specialists/consultants with extensive industry experience, which reports to the Senior Vice President Nuclear, has recently been expanded from three to seven individuals to advise Corporate Management, where appropriate, of its role in overseeing plant activities with the objective of enhancing plant operations.
The main effect of the organizational changes is to separate, on an interim basis, the management of the operation of the nuclear plants from the conventional plants.
Those individuals previously overseeing both nuclear and conventional plant activities will now focus on just the nuclear operations at both the Surry and North Anna Power Stations.
It was also stated that additional corporate personnel will be assigned to the nuclear stations to perform independent reviews of activities and issues associated with plant operations.
Some of the other goals addressed by VEPCO were more defined personnel expec-tations, greater emphasis on personnel accountability, more self assessment to promptly identify areas of deficiency, and a more vigorous and multi-disciplined root cause determination program.
Additional simulator training will also be provided, including the assignment of an experienced individual who will independently evaluate individuals in training with regard to their operational readiness to assume assignments for operation of the plant. Other issues touched upon are delineated in the enclosed meeting handout.
