CONFIRMATION OF ACTION LETTER SURRY POWER STATION, UNITS 1 AND 2 This refers to the meeting held in the NRC's Region II office in Atlanta, Georgia on January 26, 1989, the meeting held at the Surry site on February 28, 1989, and to a conference call held on March 9, 1989, between M. L. Ernst and W. R. Cartwright concerning the status of issues that must be completed prior to restart of either unit.
This letter also updates and supersedes the Confirmation of Action Letters sent to you dated September 6 and November 2, 1988, and also provides additional issues identified subsequent to these documents.
The following restart activities identified in our earlier letters have been completed and satisfactorily reviewed by the NRC:
- 1.
Replacement of secondary plant piping due to pipe wall thinning.
- 2.
Resolution of Class 1 piping socket weld integrity.
- 3.
Modifications to prevent gas binding in both units ECCS systems.
- 4.
Resolution of refueling cavity seal deficiencies.
The remaining issues identified in our earlier letters, plus several additional issues, have yet to be completed by you and reviewed by the NRC:
- 1.
Correction of Safety System Functional Inspection findings involving the Service Water System.
- 2.
Completion of emergency diesel generator sequence logic testing.
- 3.
Completion of modification and testing of control room envelope ventilation system.

- 4.
Inspection and repair of deficiencies identified on safety-related motors to include completion of repair and testing of the inside and outside recirculation spray pumps and motors.
- 5.
Resolution of deficiencies identified on safety-related motor operated valves.
- 6.
Completion of system walkdowns and appropriate disposition of identified deficiencies.
- 7.
Separation verification of divisional emergency power.
- 8.
Resolution of deficiencies identified on safety-related components involving replica parts.
- 9.
Inspection and resolution of any identified operability issues concerning the control room habitability systems.
- 10.
Inspection, cleaning and testing of safety-related 4160 volt breakers.
- 11.
Restoration of the foundation and instrument air system compressers to design basis operability.
We understand that all of the above issues will be resolved prior to restart of the units.
We also understand that we will meet with you and your staff at the Surry site prior to restart of the first unit to discuss the status of these issues.
.We recognize that your equipment and system reviews are continuing and that you may, in fact, identify further issues that impact restart of the units.
Based on both your review and our ongoing inspection effort, this Confirmation of Action Letter may be updated prior to restart.
If your understanding of our discussion is different from that above, please-inform this office promptly.
