NRC INSPECTION REPORT NOS. 50-280/93-21 AND 50-281/93-21
This refers to the inspection conducted by M. Shymlock of this office on
August 16-20, 1993.
The inspection included a review of activities authorized
for your Surry facility.
At the conclusion of the inspection, the findings
were discussed with those members of your staff identified in the enclosed
report.
Areas examined during the inspection are identified in the report. Within
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation of
activities in progress .
This inspection was performed to meet the intent of the Electrical Distribu-
tion System Functional Inspection referenced in TI 2515/107 to assess the
capability of nuclear station Electrical Distribution Systems (EDS) to meet
their design and functional capabilities. The licensee had dedicated consid-
erable resources to the performance of an Electrical Distribution System
Functional Assessment (EDSFA).
The inspection scope was reduced to reviewing
the corrective actions to the identified findings of the EDSFA and assessed
the validity of its conclusions. Additionally, the inspection included
independent review and evaluation of specific aspects of the EDS design and
functional capability.
It was concluded that the scope of the EDSFA was adequate to assess the design
and capability of the EDS.
Findings from the EDSFA were appropriately
identified, tracked, and addressed for corrective actions.
Independent review
of EDS areas accomplished by this inspection verified the EDSFA conclusion
that the Surry EDS met its design and functional capability.
Within the scope of the inspection, violations or deviations were not identi-
fied.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of
this letter and its enclosure will be placed in the NRC Public Document Room .
