INSERVICE TESTING PROGRAM RELIEF REQUEST - SURRY, UNIT 1 (TAC NO. M89859}
Virginia Electric and Power Company's letter dated March 22, 1991, identified components in the service water supply to the control room and emergency switchgear room air conditioning system which were added to the Surry Power Station, Units 1 and 2, inservice testing {1ST} program.
These components were added to the program after an NRC inspection questioned compliance with Regulatory Guide 1.26 system classifications.
In Relief Requests P-16 and V-46, relief was requested for an interim period to allow time to procure and install flow and inlet pressure instrumentation in the system so that 1ST of the main control room air conditioning pumps and check valves would meet the requirements of the ASME Code,Section XI, as required by 10 CFR 50.55a.
In
~RC's safety evaluation dated June 26, 1992, Relief Request P-16 was approved pursuant to 10 CFR 50.55a{a}(3}(i} and (a}(3}(ii} based on the acceptable level of quality and safety of current testing during an interim period and the hardship that would ensue if the requirements were immediately imposed.
Relief Request V-46 was granted for an interim period pursuant to 10 CFR 50.55a(g}(6}(i} [now (f}(6}(i} for 1ST] based on the design limitations in determining disk travel.
You originally estimated that the interim relief was needed until the second quarter of 1994.
By letter dated June 2, 1994, you indicated that the flow and inlet pressure instrumentation has been procured and installed in Unit 1; however, silting in the service water supply to the cooling pumps has hindered proper operation of the instruments. Extension of the interim relief requests is necessary to r,esol ve the silting problems or reconfigure the i nsta 11 at ion of the instruments. The extension is granted until the end of the next Surry Un it 1 refueling outage currently scheduled to commence in the third quarter of 1995.
the extension is acceptable based on the reasons stated in the NRC's safety evaluation of June 26, 1992, which initially approved the interim period for procurement and installation.
You should proceed with attempts to correct the silting problems or reconfigure the instrument installation.
