SURRY POWER STATION, UNITS 1 AND 2 - EVALUATION OF SECOND 10-YEAR INTERVAL INSPECTION RELIEF REQUESTS (TAC NOS. M85678 AND M85679)

By letter dated January 26, 1993, the Virginia Electric and Power Company (VEPCO) requested relief and proposed alternative examinations for the Surry Power Station, Units 1 and 2, second 10-year interval inservice inspection program.

We, with technical assistance from the Idaho National Engineering Laboratory, have reviewed your request for relief from the requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code.

Based on the information submitted, we adopt the contractor's conclusions and recommendations presented in the attached Technical Evaluation Summary.

Pursuant to 10 CFR 50.55a(g)(6)(i), relief is granted for requests for relief SR-017, No. 24, No. 25, No. 26, and No. 27 for Unit 1, and SR-018, SR-019 and No. 23 for Unit 2.

Relief request No. 24 for Unit 2 has been superseded and is being evaluated and our findings issued by separate correspondence.

The proposed alternative examinations contained in requests SR-15 and SR-16 for Unit 1, and SR-16 and SR-17 for Unit 2 are acceptable and authorized pursuant to 10 CFR 50.55a(a)(3)(i).

The staff's evaluation and conclusions are contained in the attached Safety Evaluation.

The relief granted is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest considering the burden that could result if they were imposed on your facility.
