License Nos.95-122 RO 50-280 50-281 DPR-32 DPR..(37 WITHDRAWAL OF PROPOSED OPERATING LICENSE AMENDMENT RUPTURE OF A MAIN STEAM LINE In May of 1990, the Virginia Electric and Power Company requested license amendments for Surry Power Station Units 1 and 2 (Serial No. 90-094A) to reference a revised analysis for rupture of a main steam line in containment. The proposed amendments referenced the latest analysis of the main steam line break scenarios in the operating licenses without credit for the pressurizer pressure safety injection function. During a programmatic review of instrument channel uncertainties, it was identified that potentially large instrument uncertainties could exist for the pressurizer pressure transmitters in a harsh environment.

It was further identified that this phenomenon only impacted one* limited scenario involving a small main steam line break.

However, to ensure continued safe operation, the main steam line break accident scenarios were reanalyzed without credit for the low-low pressurizer pressure safety injection function. This reanalysis indicated that there were no safety concerns.

Since the amendment request, the pressurizer pressure transmitter instruments have been upgraded and the low-low pressurizer pressure-safety injection setpoint has been modified to ensure operation of the transmitter in the harsh environment created by the postulated small main steam line break in containment.

Therefore, the proposed license amendments are no longer necessary and are hereby withdrawn.
