NORTH ANNA AND SURRY POWER STATIONS UNITS 1 AND 2 REVISED RESPONSES TO NOTICES OF VIOLATION PHYSICAL INVENTORY OF SPECIAL NUCLEAR MATERIAL 95-606 RO 50-280 50-281 50-338 50-339 DPR-32 DPR-37 NPF-4 NPF-7 NRC inspection reports 50-338/87-09 and 50-339/87-09 for North Anna Power Station (NAPS) and 50-280/87.-10 and 50-281/87-10 for Surry Power Station (SPS) were issued on June 17, 1987. These inspection reports identified a violation for failure to conduct and document an annual physical inventory of all special nuclear material (SNM) at the respective stations. In our responses to the Notices of Violation, dated July 17, 1987 (Serial Nos.87-388 - NAPS and 87-389 - SPS), we committed to perform a physical inventory of the detectors that contain SNM on a semi-annual frequency. This exceeds the requirements of 10 CFR 70.51(d) which only require performance of a physical inventory on an annual frequency.

Since these commitments were made, we have continued to perform these semi-annual physical inventories as required by our procedures without incident. Based on this satisfactory performance,* we have determined that performing the physical inventories of SNM on an annual basis is now acceptable, and plan to perform future physical inventories of detectors that contain SNM on an annual frequency consistent with 10 CFR 70.51(d).
