SURRY POWER STATION UNITS 1 AND 2 - APPENDIX R FIRE ISSUES
Dear Mr. O'Hanlon:
The purpose of this letter is to document the NRC staff's acceptance of your compensatory measures for two 10 CFR Part 50, Appendix R fire issues until the plant is brought into compliance with Appendix R.
In telephone cdnversations with Virginia Electric and Power Company (VEPCO) staff on July 31 and August 5, 1997, two issues were discussed. These issues and your compensatory actions have been documented in your letter dated August 27, 1997.
The first issue concerns the potential loss of the Uninterruptible Power Supply (UPS) as a result of a control room fire and a lack of electrical isolation from the control room.
This, in turn, would cause loss of parameter indications on the Appendix R remote shutdown panel as well as loss of the ~emote monitoring panel.
The second issue concerns circuit breaker coordination and sequential tripping of breakers. A postulated high fault current could result in the main vital bus breaker*
tripping prematurely.
VEPCO's compensatory measures for each issue were discussed in the telephone conversations.
The compensatory measures for the UPS electrical isolation issue consist of manually isolating.the control room (fire-affected) vital busses from the UPS, repowering the UPS and then the remote panels.
VEPCO described procedures, specfal equipment provided, and trained staff to accomplish the isolation and repower the remote panels within 30 minutes.
The compensatory measures for the second issue, breaker coordination, consist of restoring vital busses supplying Appendix R equipment on an as needed basis.
Again, procedures, training, and special equipment were stated by VEPCO to be in place to accomplish the required actions in a timely manner.
The NRC found the compensatory measures provide the reasonable assurance needed to assure that vital electrical loads, the UPS, and remote shutdown panel can be recovered in the event of a fire in the main control room.
Additionally, the staff considers these interim compensatory measures to be short term and will be maintained in effect until the required plant modifications are made.
On August 25, 1997, the NRC staff observed the special equipment and walked down the areas at the site where actions would be taken.

- VEPCO has committed to make permanent modifications at the next refueling outage for each unit (October 1997 for Unit 2 and October 1998 for Unit 1) to obviate these issues, eliminate the need for compensatory actions, and bring both units into comp]iance with Appendix R.
