COMPLETION OF LICENSING ACTION FOR GENERIC LETTER 92-08, "THERMO-LAG 330-1 FIRE BARRIERS," DATED DECEMBER 17, 1992, FOR SURRY POWER STATION, UNITS 1 & 2 (TAC NOS. M856Il AND M85612)

Dear Mr. O'Hanlon:

By letters dated April 12, 1993, December 23, 1993, January 27, 1994, December 6, 1994, March 28, 1995, July 26, 1995 and August 8, 1996, Virginia Electric & Power Company (VEPCO) responded to Generic Letter (GL) 92-08, "Thermo-Lag 330-1 Fire Barriers," dated December 17, 1992, and follow-up requests for additional information dated December 21, 1993, September 19, 1994, December 28, 1994, July 2, 1996 and October 15, 1996, iri regard to Thermo~Lag 330-1 fire barriers installed at Surry Power Station, Units 1 & 2.

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed* your letters.

Your responses stated that Thermo-Lag had been replaced with. other fire barriers in some applications and, for the remaining applications, engineering evaluations had been developed.

By letter dated July 26, 1995, you stated that you no longer relied on Thermo-Lag for any I-hour or 3-hour rated fire barriers at Surry.

On the basis of its review, the staff has determined that you have provided the information requested in GL 92-08 and the actions tracked by TAC Nos. M85611 and M85612 are complete.

You submitted an exemption request by letter dated December 15, 1995, for review and approv~l by the NRC.

The staff is evaluating this request under TAC Nos. M94330 and M9433I as a separate issue from GL 92-08.

You should retain all documentation related to the resolution of the concerns with Thermo-Lag 330~1 fire barrier systems for future NRC audits or inspections.
