97-311A RO 50-280 DPR-32 Virginia Electric and Power Company submitted the lnservice Inspection Report for Surry Power Station Unit 1 for the 1997 refueling outage in our letter dated July 21, 1997 (Serial No.97-311 ).
This report provided a summary of the examinations performed during the outage for the third inservice inspection interval. Attachment 3 of that submittal included information proprietary to Westinghouse which was used to evaluate the indications on steam generator "B" weld 2-06. However, this document should not have been included in our submittal without the appropriate restriction on public disclosure in accordance with 10 CFR 2.790. In a subsequent telephone call with Mr. Gordon E. Edison of your staff, we requested that the proprietary document be withheld from public disclosure.
To correct this error, we are providing herein as Attachment 1, the proprietary Westinghouse information. This information is supported by.an-affidavit (Attachment 2) signed*.by Mr... H.. A... Sepp, Manager -

This affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission, and addresses the considerations listed in 10 CFR 2.790. Accordingly, it is requested that Attachment 1 of this letter, which contains information proprietary to Westinghouse, be withheld from public disclosure in accordance with 10 CFR 2.790.
In compliance with the guidelines of NUREG-0390, a copy of Attachment 1 in which the proprietary information has been removed is also being provided as Attachment 3.
