SURRY POWER STATION, UNITS 1 AND 2 - CLARIFICATION OF NRC APPROVAL OF USE OF CODE CASE N-524 FOR INSERVICE INSPECTION

Dear Mr. O'Hanlon:

The purpose of this letter is to clarify the applicability of NRC'S approval of Code Case N-524 for use in the Inservice Inspection (ISI) program at Surry Power Station. Units 1 and 2.

In a telephone conversation on November 20, 1997. with Gary Miller of your staff. Mr. Miller requested clarification of NRC's approval letter. dated September 17. 1994.

While VEPCO's submittal, dated.December 10. 1993.

requested approval to use Code Case N-524 for specific 10-year intervals at the Surry Power Station. NRC's safety evaluation in our September 17. 1994.

letter did not address specific 10-year intervals. and Mr. Miller questioned whether NRC's approval was limited to the 10-year intervals requested by VEPCO.

NRC's approval of the use of Code Case N-524 at Surry was not based on a particular 10-year interval. The approval was based on failure experience with longitudinal welds. expected loading conditions. and experience with material degradation mechanisms. Therefore. Code Case N-524 was approved for continued are without regard to any specific 10-year interval. If Code Case N-524 should be incorporated into Regulatory Guide (RG) 1.147, you should follow all provisions in Code Case N-524 subject to any limitations issued in RG 1.147.
