RISK-BASED INSERVICE INSPECTION (ISi) PILOT PROGRAM 96-365 R2' 50-280 DPR-32 In our letter dated April 8, 1996 (Serial No.96-158), we stated that we would be the industry pilot plant for the Risk-Based ISi program, and, at the completion of the program, we would request approval of our Risk-Based ISi program submittal as an alternative inspection approach in accordance with the provisions of 10 CFR 50.55a(a)(3).

Subsequent correspondence and conversations with the NRC have further addressed our program participation.

This letter provides an update of our program participation regarding schedule, review costs, and the submittal of docketed information.

Schedule We provided a schedule for the submittal of certain information to support the NRC staff's regulatory guide and Standard Review Plan development, as well as our pilot program application. The initial schedule consisted of target dates for three partial submittals and a final submittal as follows: 1) scope and segment definitions - June 7, 1996, 2) segment failure probability evaluation - July 31; 1996, 3) segment risk rankings

- September 13, 1996, and 4) the final report and program submittal - December 31, 1996.

Pursuant to this schedule, the preliminary system scope and piping segment definitions for the Surry Unit 1 Risked-Based ISi program were developed and provided in our letter dated June 13, 1996 (Serial No.96-284).

A portion of the segment failure probability evaluations for the systems to be included in the Risk-Based ISi pilot program has also been prepared for submittal to the NRC. However, recent questions regarding the adequacy of the computer code used to prepare the probability evaluations indicate that the evaluations will likely have to be recalculated.

Consequently, we are withholding the submittal of the revised segment failure probability evaluations and segment risk rankings until the concerns with the computer 9609230119 960911 PDR ADOCK 05000280 G

e code have been resolved. With the assumption that the computer code concerns will be resolved*in a timely manner and impact on *completed work is minimal, the delay in submittal could be limited to 6 to 8 weeks from the original schedule. Accordingly, submittal of our final report and program application has been tentatively rescheduled for February 1996. However, if more substantial problems arise with the resolution of the computer code questions, impact on schedule will be greater, and a revised schedule will be submitted once the impact can be assessed.

Review Costs Since Virginia Electric and Power Company is receiving a direct benefit from our participation in the Risked-Based ISi pilot program, we recognize that we should bear a portion of the NRC's review costs. Accordingly, an equitable allocation of the NRC's review costs between the NRC and Virginia Electric and Power Company is appropriate. Therefore, we agree to assume a portion of the costs associated with the NRG review of our pilot program submittals that are directly related to our final Risk-Based ISi program application.

The remaining review costs, as well as any costs associated with the review of Surry-specific information in support of the generic application of the Risk-Based ISi program, should be the responsibility of the NRG.

Docketed Information In our April 8, 1996 letter referenced above, we provided three sets of drawings (Classification Boundary Drawings & Weld/Support Isometrics) for your information and use in the development of the Risk-Based ISi program. However, as this letter was not submitted on the docket, a set of these drawings was not provided for inclusion in the Public Document Room.

An additional set of these drawings (aperture cards) is provided herein for that purpose.
