OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON MAY 17, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on May 17, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18110A126. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. The other documents referenced during the discussion can be found at the ADAMS Accession Nos. given below:

J. Dixon-Herrity Summary of Meeting:

On May 17, 2018, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed (1) LAR 17-043 and (2) pre-submittal information regarding a draft LAR for crediting FPOTs and F3POTs performed at AP1000 units in China for VEGP Units 3 and 4.

The first topic discussed was LAR 17-043. The staff noted that the public portion of the topic would be very short as most of the information in the submittal, as stated by SNC and agreed by the staff, is proprietary. The staff stated that LAR 17-043, Containment Pressure Analysis, and was submitted on December 21, 2017, and accepted for review on March 27, 2018. The bulk of this approximately 2500-page LAR pertains to a Westinghouse Electric Companys (Westinghouse) Code WGOTHIC, which is held as proprietary. The staff noted that the purpose of this meeting is to continue to achieve a complete understanding of the scope of the staffs review by discussing the possible technical challenges that may be created by the proposed changes.

The second topic discussed was pre-submittal information regarding SNCs draft LAR for crediting China FPOTs and F3POTs at VEGP Units 3 and 4. SNC walked through the pre-submittal presentation, noting that the draft LAR submitted intends to credit pre-operational FPOTs and F3POTs that have been completed at China AP1000 units (Sanmen Units 1&2 and Haiyang Unit 1) for VEGP Units 3 and 4. SNC discussed that they completed an assessment of the implementation of the Quality Assurance (QA) program used in China, which included a review of completed tests and test procedures for QA adherence, and the assessment resulted in no impacts to the test results. SNC also noted that an industry subject matter expert performed a comparison of Chinese Regulations to Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Appendix B and concluded that the requirements are comparable. The staff discussed a response letter dated January 13, 2012 (ADAMS Accession No. ML120040121),

detailing additional topics the NRC believes should be addressed to utilize the results of FPOTs and F3POTs in China for VEGP Units 3 and 4, and suggested that SNC address the topics in an enclosure to the LAR. Additionally, the staff asked SNC to expand upon the description of its review of Westinghouses documentation that support the specific tests and procedures, as well as the processes SNC used to verify the conclusions of the engineering analysis are adequate.

SNC noted that they understood the staffs comments.

SNC discussed the applicability of the FPOTs and F3POTs in China to VEGP Units 3 and 4.

SNC emphasized that the major passive core cooling system (PXS) components, reactor coolant system (RCS) components (including the reactor vessel and reactor vessel internals),

and the RCS pressure boundary piping in China and at VEGP Units 3 and 4 are (1) manufactured to the same design specification, (2) procured to the same quality requirements imposed by the design specification, and (3) built to the same design tolerances. SNC noted that because of the standardization of the AP1000 design, the FPOTs and F3POTs performed in China can be used to further establish the unique phenomenological performance parameters of the AP1000 design features and that the design control process for VEGP Units 3 and 4 will ensure the standard design is maintained. The staff noted that it is important that SNC describe how the Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) will be completed to verify the standard design in the LAR, since the FPOTs and F3POTs are not the only tests required to be performed on the PXS and RCS. SNC noted that they understood the staffs comment and that they would expand upon how ITAAC and other tests will verify the functionality of the systems and ensure the design is maintained in the formal LAR submittal.

Dixon-Herrity The staff stated that they understood SNCs proposed approach to submit LARs to revise the FPOTs and F3POTs in the VEGP Units 3 and 4 combined licenses and noted that the staffs detailed review of the pre-operational FPOTs and F3POTs LAR would be performed once the LAR is formally submitted.

At the end of each topic discussed and before closing the open portion of the meeting, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from members of the public.

In the closed portion of the meeting, the proprietary details of LAR 17-043 and the proprietary details of the QA program used in China, the China FPOTs and F3POTs results, and the applicability of the results to VEGP Units 3 and 4 were discussed.
