SURRY POWER STATION, UNIT 1-ASME SECTION XI RESIDUAL HEAT REMOVAL SYSTEM PRESSURE BOUNDARY LEAKAGE RELIEF REQUEST 98-177 (TAC NO. MA1277)

Dear Mr. O'Hanlon:

This letter grants relief from the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code Section XI requirements as you requested in your March 23, 1998, relief request 98-177 related to residual heat removal (RHR) system pressure boundary leakage.

This relief allows you to determine RHR system operability having considered the identified through-wall piping leakage.

Your letter indicated that on March 22, 1998, with Unit 1 in an 8-day maintenance outage, plant staff detected minor leakage on the Unit 1 RHR Class 2 piping. The leak was located downstream of the RHR heat exchanger discharge and bypass piping in the common return header that feeds both Loop B and C reactor coolant system (RCS) cold legs. The piping did riot meet ASME Code acceptance criteria due to the through-wall leakage, and you declared the system inoperable.

Pursuant to 10 CFR 50.55a(a)(3)(ii), you requested a one-time schedule relief from ASME Section XI pressure boundary leakage corrective action and flaw evaluation requirements as described in the enclosed Safety Evaluation.

Based on our evaluation, we conclude that compliance with the specified ASME Section XI requirements would result in hardship or unusual difficulty without a compensating increase in

. the level of quality and safety. Therefore, pursuant to 10 CFR 50.55a(a)(3)(ii), your proposed alternatives are authorized until you repair or replace the RHR piping and place it in service prior to the unit exceeding 350 degrees and 450 psig during the maintenance outage startup.

The proposed alternatives to an immediate Code repair incorporate alternative flaw evaluation methods and acceptance criteria and a visual examination of the leak location once per day prior to the repair or replacement to monitor for any changes in leakage that would require immediate attention during the shutdown condition.
