Dear Mr. O'Hanlon:

The purpose of this letter is to approve your proposed Reactor Vessel Fluence Analysis Methodology for referencing in licensing actions for North Anna Power Station, Units 1 and 2, and Surry Power Station, Units 1 and 2.

In your letter dated June 18, 1998, you submitted information and requested approval of your proposed reactorvessel fluence analysis methodology described in the topical report VEP-NAF-3, Reactor Vessel Fluence Analysis Topical Report. Our approval of this methodology is subject to the following limitations:

it is applicable only to the Surry and North Anna plants;

5.

if the assumed load factor of 0.90 changes and the method is used for the estimation of projected fluence values, the value of the load factor will be adjusted accordingly; and

6.

the licensee will assure compliance with draft regulatory guide DG-1053 when it is published in its final form.

Our safety evaluation of the proposed methodology is.enclosed. Any questions may be directed to G. E. Edison at 301-415-1448 or to N. Kalyanam at 301-415-1480.
