SURRY POWER STATION, UNIT 1 - INSERVICE TESTING PROGRAM, REVISION 1, RELIEF REQUEST NO. P-11 (TAC NO. MA 1999)

Dear Mr. O'Hanlon:

By letter dated May 4, 1998, Virginia Electric and Power Company submitted a*request for relief from certain ASME Code inservice testing requirements at Surry Power Station, Unit 1.

Our evaluation and conclusions are contained in the enclosed Safety Evaluation. Your proposed alternative testing and expanded acceptance criteria in Relief Request P-11 are authorized pursuant to 10 CFR 50.55a(a)(3)(ii) based on determinations that the proposals provide reasonable assurance of operational readiness arid that compliance with the Code would res*u1t in a hardship without a compensating increase in the level of quality and safety.

This concludes our efforts on this issue and we are, therefore, closing out TAC No. MA1999.
