Dear Mr. O'Hanlon:
The purpose of this letter is to grant the relief you requested for North Anna Power Station, Units 1 and 2, and Surry Power Station, Units 1 and ?, in relief request IWL-3 related to your inservice inspection programs.
In your letter dated February 11, 1999, you stated that Surry Power Station, Units 1 and 2, are presently in the third 10-year inservice inspection (ISi) interval, and the examinations are conducted to meet the requirements of the 1989 Edition of American Society of Mechanical Engineers (ASME)Section XI. Also, you stated that North Anna Power Station, Units 1 and 2, are presently in the second 10-year ISi interval, and examinations are conducted to the requirements of the 1983 Edition, Summer 1983 Addenda, and 1986 Edition of ASME Section XI, respectively. In a Federal Register (FR) notice dated August 8, 1996 (61 FR 41303), NRC amended Title 1 O of the Code of Federal Regulations (1 O CFR) Section 50.55a to incorporate, by reference, the 1992 Edition of the Code with the 1992 Addenda of Subsections IWE and IWL. The effective date of the amended rule was September 9, 1996. Pursuant to 10 CFR 50.55a(a)(3), your letter dated February 11, 1999, requested relief from certain requirements of Subsection IWL of the 1992 Edition, 1992 Addenda of ASME Section XI.
Those requirements are related to the certification program and qualification requirements for personnel involved in examining concrete surfaces.
Based on our evaluation of your relief requests, we have concluded that, for North Anna Units 1 and 2, and Surry Units 1 and 2, the proposed alternative provides an acceptable level of quality and safety. Therefore, pursuant to 10 CFR 50.55a(a)(3)(i), the proposed alternative is authorized. The staff's evaluations and conclusions are contained in Enclosures 1 and 2.
