Mr. J. P. O'Hanlon Senior Vice President - Nuclear Virginia Electric and Power Company 5000 Dominion Blvd.

Glen Allen, Virginia 23060

SUBJECT:

SURRY POWER STATION, UNIT 2 RE: INSERVICE INSPECTION RELIEF REQUEST NO. SR-026 {TAC NO. MA4967)

Dear Mr. O'Hanlon:

The purpose of this letter is to grant the relief you requested for Surry Power Station, Unit 2, in relief request SR-026 related to your inservice inspection (ISi) programs.

In a letter dated February 16, 1999, you requested relief from certain inspection requirements related to your ISi program. Our evaluation and conclusions are contained in Enclosures 1 and 2. The Code requirements for the weld configurations addressed in Relief Request SR-026 are impractical because the weld configurations prevent full examination coverage. Without relief, design modifications would be necessary, which would cause a considerable burden.

The subject relief request is granted, pursuant to 1 O CFR Part 50.55a(g)(6)(i), as the Code requirements are impractical, and your proposed alternatives provide reasonable assurance of operational readiness for the affected systems.

The staff has completed its evaluation of this matter; therefore, we are closing TAC No. MA4967.
