SUBJECT:
REQUEST FOR INFORMATION TO SUPPORT THE RESTART OF SURRY, UNITS 1 AND 2.*
In the past several months, a number of safety-significant design de-ficiencies at the Surry plant have been identified by both the NRC and VEPCO.
The most recent of these is the problem involving the mislabeled motor-operated valves,
. MOV 863A and 8638, on Unit 2 which you reported to us on December 8, 1988.
In certain accident scenarios requiring the "piggy-back" mode of safety injection pump operation, a single failu~e could have disabled both trains of safety injection.
Because of the significance and potential implications of this and other problems recently identified at your plant; and follpwing discussions with NRR, we request that we have a meeting to better understand these problems and your planned course of action to assure that other similar problems do.not exist at either Surry unit.
We would like you to meet with Regional representatives and NRR at Headquarters to di~cuss these issues.* This meeting should be held as soo_n as practicable to minimize any impact on plant restart schedules.
