NRC INSPECTION REPORT NOS. 50-280/88-41 AND 50-281/88-41
This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by
W. E. Holland and L. E. Nicholson on October 2 through ~ovember 5, 1988.
The
inspection included a review of activities authorized for your Surry facility.
At the conclusion of the inspection, the findings were discussed with those
members of your staff identified in the enclosed inspection report.
Areas examined during the inspection are identified in the report.
Within
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation of
activities in progress.
The inspection findings indicate that certain activities appeared to violate
NRC requirements.
The violation for failure to take appropriate corrective
actions identified in the enclosed report is being considered for escalated
enforcement action.
Accordingly, no Notice of Violation is being issued at
this time for this violation and no response is required.
However, please be
advised that the characterization of this violation described in the enclosed
Inspection Report may change as a result of further NRC review.
An Enforcement
Conference to discuss this violation has been scheduled for December 21, 1988.
You will b~ advised by separate correspondence of the rdsults of our delibera-
tions on this matter.
In accordance with Section 2.790 of the NRC 1s "Rules of Pract'ice, 11 Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and its enclosures
will be placed in the NRC Public Document Room .
