- 1987, respectively, we requested relief from certain ASME Section XI requirements on the replacement of the Component Cooling Water Heat Exchanger (CCWHX) channel heads.
This relief would allow use of channel heads meeting the requirements of ASME Section VIII, 1986 Edition as the replacement for the original channel heads constructed per ASME Section III, 1968 Edition.
In subsequent related letters (Serial No.87-341, dated July 23, 1987 as supplemented by letter Serial No. 87-341A, dated November 13, 1987), we requested rel fef from the same ASME Section XI requirements for the entire replacement of the CCWHXs.
The NRC granted approval of this subsequent relief request by letter dated February 25, 1988.
These replacement CCWHXs are presently scheduled to be installed as follows:
"A" and "B" CCWHXs during the Unit 1 refueling outage in late 1989; "C" CCWHX during the Unit 2 refueling outage in 1990; and, "D" CCWHX during the winter of 1988-89 in a nonoutage period.
As such, the initial relief request on the CCWHX channel heads is an interim request pending replacement of the entire CCWHXs.
Interim replacement of the CCWHX channel heads was necessitated by the material degradation of the heads i dent ifi ed during the dual unit outages in early 1987.
Due to the immediate need, the replacement channel heads were procured from stock material from the original manufacturer.
Although these replacement CCWHX channel heads were designed and fabricated per ASME Section VIII, they were not manufactured under an Appendix B quality assurance program.
However, we have reasonable assurance as to the adequacy of these channel heads for the fo 11 owing reasons:
- 1) The interim channel heads were purchased from the original CCWHX manufacturer (Yuba); 2) although initially not qualified as an Appendix B program, Yuba's QA has been upgraded to Appendix B for the subsequent procurement of replacement CCWHXs; and 3) design, fabrication, inspection and quality assurance requirements of ASME Section VIII meet or exceed the ASME requirements specified for the original channel heads.
