you requested relief from a hydrostatic test required by ASME Boiler and Pressure Vessel Code (ASME Code)Section XI requirements at Surry Units 1 and 2.

Based on our review, we have concluded that the relief may be granted as requested.
The enclosed Safety Evaluation pro-vides the details and conclusions of our review.
For the relief that has been granted, we have det~rmined that the ASME Code Section XI r~quirements are impractical and that pursuant to 10 CFR 50.55a(g)
(6)(i), the relief is authorized by law and will not endanger life or property or the common defense and security and is otherwise fn th1= public interest, giving due consideration to the burden upon the licensee that could result if the requir~ments were imposed on the facility.
The request for relief complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulatior1s. Thus, th~ Commission, having made the appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter l, approves your request for relief.
