COMPLIANCE WITH ATWS RULE, 10 CFR 50.62, SURRY POWER PLANT, UNITS NO. 1 AND NO. 2 (SURRY 1&2) AND NORTH ANNA POWER STATION, UNITS NO. 1 AND NO. 2 (NA-1&2) (TAC NOS. 59147, 59148, 59117 AND 59118)
By letters dated July 31 and September 30, 1987, the Virginia Electric and Power Company (VEPCO) submitted detailed design descriptions of the ATWS mitigating systems proposed for installation at Surry 1&2 and NA-1&2.

submittals were in accordance with 10 CFR 50.62.

The staff has completed the review of VEPC0 1s proposed implementation of the ATWS Rule (10 CFR 50.62(c)(l)) requirements for Surry 1&2 and NA-1&2.
The staff 1 s Safety Evaluation (SE) for the Surry and North Anna proposed implementation of the. ATWS Rule is provided in the enclosure to this letter *.
The staff finds that, pending the final resolution of the technical specification issue, the ATWS design proposed by VEPCO for Surry and North Anna is in compliance with the ATWS Rule requirements.
The staff 1s conclusion is based, in part, on VEPC0 1s commitments to the successful completion of certain human-factors engineering reviews.
The staff is presently reviewing ATWS requirements to determine to what extent technical specifications are appropriate. The staff, at a future date, will provide guidance for technical specification requirements for ATWS.
Until staff review is completed and guidance provided for ATWS technical specifications, VEPCO should continue with the scheduled installation and implementation (planned operation) of the ATWS design for Surry. 1&2 and NA-1&2 utilizing administratively controlled procedures.

Appropriate staff guidance for ATWS technical specifications will be issued at a date yet to be determined.
Upon issuance of the appropriate staff guidance, Technical Assignment Control (TAC) numbers will be issued for Surry 1&2 and NA-1&2 for ATWS technical specifications.
