{Surry Power Station Units 1 and 2)

PROPOSED IMPOSITION OF CIVIL PENALTY - $100,000 This is to inform* the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of One Hundred Thousand Dollars ($100,000) will be issued on or about August 25, 1988 to Virginia Electric and Power Company.

This action is based on a number of violations involved with the Unit 1 refueling outage and an overexposure of an individual. These violations included: failure to control an individual's occupational radiation exposure to less than 3 rems per calendar quarter; failure to adequately evaluate the radiation hazards present during work on the reactor vessel flange in Unit 1 containment; failure to adequately instruct individuals working in a restricted area; failure to have an adequate procedure for purposes of administering a Radiation Work Permit program; failure to provide radiation monitoring devices to personnel entering into high radiation areas; failure to post areas where respirators were required by health physics; and failure to perform adequate surveys to evaluate the extent of airborne radioactive material present. The escalation and mitigation factors in the* Enforcement Policy were considered and the base civil penalty.. amount has been increased by 100 percent based on the licensee's past poor performance.

It should be noted that the licensee has not been specifically informed of the enforce-ment action. The schedule of issuance and notification is:

August 25, 1988 August 25, 1988 The licensee has thirty days from the date of the Notice in which to respond.

Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
