NOTICE OF VIOLATION

(NRC INSPECTION REPORT NOS. 50-280/86-12 AND 50-281/86-12)

This refers to the NRC inspection conducted June 16-20, 1986, at the Surry

Power Station, Surry, VA, of activities authorized by NRC License Nos. DPR-32

and DPR-37.

The inspection was conducted by S. D. Alexander and included a

review of the program implemented at the Surry Power Station to meet the

environmental qualification (EQ) requirements of 10 CFR 50.49 as it pertains to

maintaining the EQ of electrical equipment important to safety.

This

inspection determined that you have implemented a program to meet the

requirements of 10 CFR 50.49 except for certain deficiencies identified in NRC

Inspection Report Nos. 50-280, 281/86-12, a copy of which was sent to you by

letter dated November 3, 1986.

The results of the inspection were discussed on

January 21, 1988, during an enforcement conference held in the Region II

Office.

Areas examined during the inspection are identified in the report.

Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

The inspection findings indicate that certain activities appeared to violate

NRC requirements.

The violations, references to pertinent requirements, and

elements to be included in your response are described in the enclosed Notice

of Violation.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosure

will be placed in the NRC Public Document Room.

The responses directed by this letter and its enclosure are not subject to the

clearance procedures of the Office of Management and Budget as required by the

Paperwork Reduction Act of 1980, Pub; L. No.96-511.
