VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS I AND 2 REVISED TECHNICAL SPECIFICATION CHANGE REQUEST INSERVICE INSPECTION AND TESTING By letter dated February 14, 1979 and in accordance with a request from the NRC, we proposed changes to the Technical Specifications for Surry Power Station Units 1 and 2 to meet new inservice inspection and testing require-ments for nuclear power plant components.

Subsequent changes to the Code of Federal Regulations and other NRC comments on our proposed Technical Specification change have prompted numerous updates to our initial proposed request.

In response to concerns raised by the NRC regarding our August 30, 1985 submittal, we are again updating our proposed Technical Specification change request.

Attachm~nt 1 of this letter is our supplemented proposed Technical Specifi-cation change. Attachment 2 is our specific responses to the NRC reviewer's concerns and a discussion of these changes as they differ from those pre-viously submitted. Attachment 2 also contains a safety evaluation of these changes. The safety evaluation submitted with the August 30, 1985 submittal is still valid for the previous changes.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control staff. It has been determined that this request does not involve an unreviewed safety question.
