SAFETY EVALUATION REPORT FOR ITEM 2.2 (PART 1) OF GENERIC LETTER 83-28, EQUIPMENT CLASSIFICATION (PROGRAM FOR ALL SAFETY-RELATED COMPONENTS), FOR SURRY POWER STATION, UNITS NO. 1 AND NO. 2 (TAC NOS. 53721 AND 53722)

Generic Letter 83-28, Item 2.2.1 required licensees to describe in detail their program for classifying all safety-related components.other than RTS components as safety-related on plant documents and in information handling systems that are used to control plant activities that may affect these components.

By letters dated November 4, 1983 and February 8, 1985, Virginia Electric and Power Company (VEPCO) submitted responses to Generic Letter 83-28, Item 2.2.1.

Our review of the VEPCO submittals is documented in the enclosed NRC contrac-tor's report (EG&G-NTA-7378) and in our enclosed Safety Evaluation Report which documents our concurrence with the contractor's findings which finds the VEPCO responses to be acceptable. Therefore, we find Item 2.2.1 to be completed by this action.

In addition, in your letter dated July 26, 1985, you stated that the development of a new and more complete listing of safety-related components was in planning and was expected to be completed by the end of the second quarter of 1987. It is our understanding that you have developed and implemented the new listing on or before June 30, 1987.

You are requested to inform us if you do not agree with this implementation date within 30 days of the date of this letter.

e Mr. W. It is noted that both Items 2.2.1 and 2.2.2 of Generic Letter 83-28 have been followed by the NRC Technical Assignment Control (TAC) numbers 53721 and 53722 for Surry Units 1 and 2, respectively. Since Item 2.2.2 remains open, we are leaving both of these TACs open.
