(NRC INSPECTION REPORT NOS. 50-280/87-21 AND 50-281/87-21)
This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by
W. E. Holland on July 5 - August 29, 1987.
The inspection included a review of
selected activities authorized at the Surry Power Station.
The report document-
ing this inspection was sent to you by letter dated September 16, 1987.
The
NRC concerns relative to these findings were discussed in an Enforcement
Conference held on September 24, 1987.
Documentation of this conference was
sent to you by letter dated October 16, 1987.
The first violation described in the enclosed Notice of Violation involved a
failure to perform and document the Station Nuclear Safety and Operating
Committee (SNSOC) reviews for evaluation of unreviewed safety questions as
required by Technical Specifications and 10 CFR 50.59.
The NRC staff considers
violations of 10 CFR 50.59 to be of significant regulatory concern.
Normally,
a violation of 10 CFR 50.59, where an amendment is required but not sought, is
classified as a Severity Level III violation. The first example under viola-
tion A.I is of that type.
However, in this case, because of the lack of
specificity of the turbine valve testing commitment and the low safety signif-
icance of the failure to do that testing, the first violation described in the
enclosed Notice has been classified as a Severity Level IV violation. The
other examples under violation A.I would not have required an amendment.
You are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response.
In your response,
you should document the specific actions taken and any additional actions you
plan to prevent recurrence. After reviewing your response to this Notice,
including your proposed corrective actions and the results of future inspec-
tions, the NRC will determine whether further NRC enforcement action is
necessary to ensure compliance with NRC regulatory requirements .
