FRACTURE TOUGHNESS REQUIREMENTS FOR PROTECTION AGAINST PRESSURIZED THERMAL SHOCK EVENTS (TAC NOS. 59988 ANO 59989)
We have completed our review of the multi-plant action (MPA A-21) relating to fracture toughness requirements for protection against thermal shock events delineated in 10 CFR 50.61.
We find that the pressure vessels for Surry Units 1 and 2 meet the fracture toughness requirements of 10 CFR 50.61 for 40 calendar years of operation.
Our evaluation is provided in Enclosures 1 and 2 for Surry Units 1 and 2, respectively.
As stated in our evaluations, we request that you submit a reevaluation of the RT Sand a comparison to the prediction of the original submittal along with t~! future pressure-temperature operating limits which are required by 10 CFR 50 Appendix G.
It should be noted that this reevalua-tion is a requirement of 10 CFR 50.61 whenever core loadings, surveillance measurements, or other information indicate a significant change in projected values.
This completes our review on the MPA A-21.
It is our understanding that you have already implemented the requirements of this MPA.
The request for information contained in the enclosures is covered under 0MB clearance No. 3150-0011, which expires December 31, 1989.
